All India Football Federation is looking for an experienced person with a background and thorough knowledge of Indian Refereeing structure at State Associations. The primary responsibility is to assist the AIFF member associations in the Referee's recruitment, upgradation, training, RAP courses for referees, and referee assessor courses, keeping in mind the numbers set by AIFF VISION 2047.

Responsibilities:

  1. State Association's primary point of contact within AIFF HQ for all Level 8-5 Refereeing technical matters & Refereeing development
  2. Providing management support on a day-to-day basis to assist the development activities of state Referees (8-5)
  3. To assist state HORs in State Referees Development, planning, Budget, programs & administration setup.  
  4. Lead and coordinate with the ZRDO team to implement the AIFF VISION 2047 strategic objectives.
  5. Support to State Associations referee recruitment and training.
  6. To create a standard syllabus, examination & upgradation system in all the State Associations.
  7. To Prepare & distribute Technical Teaching Materials (8-5 level).
  8. To develop and implement the AIFF Licensed Referee Instructor & Assessor Programme for categories - RI (X, Y&Z), RA (B&C).
  9. To develop and distribute the Basic Referees Training Course program, syllabus, and teaching materials for Laws of The Game. 
  10. To update all the member associations on any Law Changes from time to time. 
  11. Manage the appointment of match officials for State and Regional tournaments other than ISL,I League (I, II & III), Super Cup, Intercontinental, Tri-nation & international friendlies. 
  12. Manage the appointments of all Level 5 (National) match officials for all AIFF National competitions including IWL, IWL2, Beach Soccer and FUTSAL.
  1. Coordinate the PFI selection & annual courses.
  2. Identify the potential from the Regional and state-level tournaments for the national talent pool. 
  3. Ensure effective annual registration of all active referees, assessors, and instructors.
  4. To Develop and implement the Women Referees and Youth Referee Program.
  5. To Adhere to all policies set by the Referees Committee.
  6. To participate in all training events across the MA's actively promoting the AIFF development programs.
  7. Within the Referee's department, contribute towards developing future technology, e-learning platforms, VAR implementations, etc.…
  8. Attend committee meetings to provide professional advice and support towards state Referees development activities. 

Qualifications

  • Good Communication skill
  • Prioritizing workload and meeting deadlines
  • Working as part of a multi-disciplinary team
  • Good comprehension and ability to effectively speak English.
  • Required to work from AIFF HQ Delhi with frequent travel.
  • Must have in-depth technical knowledge, analysis skills, coaching (theoretical & practical), and training skills to enthuse a Lean & Grow philosophy. 
  • Absolute knowledge of Indian MA's Football activities
  • Sound knowledge & use of MS Office Word, PowerPoint, Excel, and Google Drive/forms. 
  • Level 1-5 (Old CAT 1/2) match official with 5-years minimum experience
  • Required to work from AIFF HQ Delhi with frequent travel.

Desirable 

  • Retired FIFA/National Referee (Experience of Minimum 5 years in top league)
  • Retired or active AFC Assessors/Instructors
  • AIFF Referee Assessor/Technical Instructor (Minimum 5 years’ experience in top league)
  • Experience in handling budgets.
