Under the strategic direction of the Head of Safeguarding and Child Protection at FIFA and in collaboration with the FIFA Senior Event Safeguarding Manager, the Competition Safeguarding Manager will provide leadership for the development and implementation of the overall safeguarding strategy for the Tournament to ensure a safe football experience for everyone.

Key Responsibilities

  • To act as the central point of contact and lead on all safeguarding and child protection matters related to the Competition.
  • To ensure FIFA´s safeguarding requirements and measures for the competition are in line with the local legal and socio-cultural context and employ effective and efficient operational strategies to embed safeguarding and child protection best practice leading up to and during the Competition.
  • To establish partnerships with key stakeholders, especially national and host city authorities such as the police and social services, as well as civil society organizations with expertise in safeguarding and child protection. 
  • To carry out a safeguarding risk assessment for the tournament in consultation with local stakeholders and develop a Tournament Safeguarding Plan to address the identified risks.  
  • Coordinate the implementation of the safeguarding plan specific for the Competition based on the results of the risk assessment and the organizational policies and procedures already in place locally including:
  • identification and role description of all relevant safeguarding stakeholders for the Competition (i. e. Safety and Security Officers, Team Liaison Officers, Team Safeguarding Officers, etc.), 
  • a training and capacity building plan for all relevant stakeholders and functional areas whose work involves direct contact with children 
  • development and signature of codes of conduct by all relevant stakeholders, 
  • development and implementation of reporting and grievance mechanisms at host city and national levels and 
  • building on existing local mechanisms for reporting and case-management, develop and implement case management and support systems for potential victims of harassment, abuse and exploitation during the time leading up to and during the Competition, including systems that respond to other welfare concerns such as those related to lost or missing children or potential cases of human trafficking linked to the tournament. 
  • delivering the safeguarding capacity building, education or team briefing sessions
  • To provide, in collaboration with the FIFA Case Liaison Manager, case management supp during the Competition should concerns arise about a child or vulnerable adult covered under the scope of the FIFA Code of Ethics.  
  • Building on existing local mechanisms, coordinate referrals to statutory authorities/agencies in the Host Countries or in the country of a foreign national affected during the Competition.
  • Develop a final report including issues, lessons learned and recommendations.

Qualifications and experience

Knowledge, skills and expertise required include:

• Child rights- and adults at risk-focused approach.

• Previous experience on policy development, training and delivery of a safeguarding programme in sport. (5-10 years)

• Advise, support and supervision skills on safeguarding matters in sport.

• Communication skills on potentially distressing issues.

• Knowledge on how to recognize behaviors that are harmful to children and vulnerable adults and understanding the thresholds of poor practice and abusive behavior.

• Ability to work professionally, confidentially and consistently in an area where emotionally distressing and sensitive issues and cases may arise.

• Extensive knowledge about the Host Country national legal and socio-cultural context, government guidelines and national frameworks on safeguarding and protection of children and vulnerable adults (including women, youth and other adults with special needs) and children’s rights.

• Clear understanding of the roles and responsibilities of statutory authorities/agencies in the Host Country. Previous experience collaborating with these authorities/agencies is a plus.

• Knowledge on how to manage child-protection referrals to relevant authorities/agencies in the Host Countries as well as in the countries of potential victims.
