The inaugural edition of the I-League 3, acting as the qualifiers for the I-League 2, was held in 2023-24, comprising 25 clubs nominated by member associations based on their performances in the state leagues.
The 25 teams were divided into five groups of five each. Each group was played in a centralised venue (Bhopal, Vadodara, Panaji, Bengaluru and Narayanpur) in a single round-robin format. The five group winners qualified for the I-League Play-offs, namely Sporting Clube de Goa, KLASA FC, Dempo SC, Sporting Club Bengaluru and Kerala United FC.
The Play-offs were held at the Tilak Maidan and Nagoa Ground in Goa, with each team playing against each other once. Sporting Clube de Goa emerged as the inaugural I-League 3 champions on the basis of a superior head-to-head record over second and third-placed Dempo SC and Sporting Club Bengaluru. All three teams qualified for the 2023-24 I-League 2.
