Background: India will host the FIFA Under 17 Women’s World Cup in 2020. It will be the first time the country hosts
an event from the world football governing body. This is the third most important event of the FIFA calendar for
Women’s Competitions, with 16 countries playing 32 games in 4 venues across India. The FIFA Under 17 Women’s
World Cup has been a key steppingstone in the careers of a large part of world football stars and will be one of the
most important events ever to be hosted in Indian football history.
The tournament has a huge worldwide reach, with an estimated global audience of about 200 million viewers from
almost 200 different countries, which is a golden opportunity to show India throughout the world, its cities, culture and
the capability of organizing an event of the highest standards.
The FIFA Under 17 Women’s World Cup will have a lasting influence in Indian Football, upgrading the infrastructure,
setting up proper game operations standards and improving the overall quality of the game. Undoubtedly, the FIFA
Under 17 Women’s World Cup India 2020 is primed to be a game changer for Indian Football.
Job Description: This position will be responsible for implementing the security processes for the LOC of the FIFA
Under 17 Women’s World Cup India 2020. In order to fulfil this role, it must operationalize the strategies on the
different areas that are related with Security: Security Guarantees by Govt., movement in and around stadiums,
training sites, hotels and airports etc.
The Head of Security must work together with Tournament Director, FIFA, AIFF and the Venues to generate the
security plans of each of the stadiums and establish the selection criteria for the security agencies to be in place.
The Head of Logistics must work together with the Executive Leadership of the LOC to implement strategies, plans
of action and protocols that have as a mission to comply with the goal of secure stadiums in the World Cup.
? Gathering of information of the current regulations in terms of security at stadiums, training sites, airports and other
relevant areas on the different Venues.
? Elaborate the Security Plan that must be presented to FIFA.
? Supervise the compliance of the Security Guarantees given by Central and State Governments.
? Establish a relationship with the different security authorities in each of the venues for the implementation of the
? Keep contact with the people in charge of any Security Scheme in relationship with sports and international events
from Government of India or State Governments.
? Maintain a relationship with the State Governments and Municipal Corporation to ensure the performance of the
Security Plan of the Event with their forces.
? Elaborate a special Security Plan for Field of Play, Competition Areas, the Media Areas, the VIP and VVIP Areas in
all the Stadiums.
? Supervise the adequate implementation of the entry/exit controls at the stadiums and other facilities where the
delegations are deployed (hotels, airports, training sites, etc).
? Research of all policies relating to security planning/implementation with a direct impact on the tournament
organization and delivery.
? To monitor and share reports relating to the approval/funding of security overlays, manpower, and other deliverables
to be delivered by Govt and to highlight any special requirements wherever necessary.
? Apply budget control systems in the area and supervise the expenditures for the Security team.
? Work efficiently with FIFA and other interested parties in the planning and execution of all other closely linked
functional areas – marketing/ticketing, transportation/logistics and overlays.
? Prepare a final report with all the security events of the Tournament.
? Recruit, train and direct the LOC security management in each of the Venues.
? Develop its work consistently with the values of the organization.
? Other tasks and projects that may be required from the Tournament Director from time to time.
Personnel in Charge: Will be agreed by the Tournament Director and the Head of Security once this hiring process
ends and there is a definite plan for this area.
Key Performance Indicators: Will be communicated in due time by the Tournament Director in accordance with the
goals established between FIFA and the LOC for the FIFA U17 Women’s World Cup India 2020. The indicators will
be calculated on the basis of the Security deliverables and Security requirements met in a timely manner.
? Professional with extensive experience in the execution of international sports events pan India.
? High level of experience with access control protocol and security standards across areas such as venue operations,
ticketing and accreditation.
? Experience in general security planning, implementation and operations.
? Deep knowledge of the security regulations to be applied in stadiums and other types of events.
? Legal experience in the compliance of contracts with Security Agencies.
? Experience in dealing with Security Forces, particularly at the Central and State Government level.
? Capacity to elaborate reports of security events for the LOC Leadership.
? High-level contacts with different stakeholders in the security area.
? Knowledge on the operation of police convoys, VIP movement and general security practices.
? Knowledge of ticketing systems for information sharing with security.
? Experience and understanding in Risk Assessment, Health and Safety Compliance and Crisis Management.
